Way that Departments work is confusing

As the owner, I may be in two departments, but my tasks are double-counted for both departments in the dashboard view and I might not want one dept. to be able to see the other dept's stuff.

The thing about departments is that it's really a way to do two things:

    1. Assign tasks to a group of people and let them decide who is best
    equiped to take the task.

    2. Give an overview of who in a given dept is busy and who has less on
their plate. This means showing all tasks that person is dealing with,
not just ones related to that dept. Otherwise it doesn't really help
team members visualize how busy the person is.

Assigning tasks to users that are in a given dept with additional
information of what dept the task resides within becomes quite
complex. For one, it requires narrowing down all tasks by what dept
best describes them. Becasue our goal for stacks is task creation
speed and fast personal load visualization, I don't foresee us
implementing a more complex dept model.

One thing we have considered is renaming department to group, as this
might better reflect the idea of how the system works.

Gothca. A re-name to something less corporate (like groups) makes a lot of sense.

A little note when create departments might be nice to let you know its intended use.
