Import client/project list?
Is there planned a way to populate the list of clients and projects by uploading from a CSV or other file?

No there is not.
Out of curiosity how many clients / projects do you need to import?

The client talked about opening about 300 projects per year.
This particular client has many small projects with a relatively few number of requests (probably less than 10) he'll manage per project. As he's put it, most of the request tracking systems will "let you build a space shuttle, twice," and aren't designed to accommodate this scenario.
He's found that many cloud-based (or locally-installable) request tracking systems are lacking in the area of importing data. This would be a significant differentiator if it were to become available.

We can build an import for clients / projects but Stacks was designed for internal team communication & collaboration not so much for clients to log into. Do you see the import as a one-time setup or something you'd continually use over-and-over?

Clients would not be logging in to Stacks -- it would be for internal use only.
*My* client (the Stacks user) currently has a list of 100-300 projects that they would need to populate into Stacks. Rather than doing data entry, they'd prefer to import a CSV file.
