Incorrect error message when setting user password

I set a user's password to a very short, three-letter password. I got an error that simply said "Application Error". On a hunch, I changed the password to something longer and it saved successfully.

The error message needs to inform the user about the requirements for the password and explain that is why their change didn't save correctly.

It would also be really great if the password requirements were reiterated right there on the page.

    Thanks for the bug find. We have fixed the bug and it should be working on our next version update.
